Incident Information
Maryland State Police are investigating a fatal pedestrian collision on Interstate 795 in Baltimore County that killed a Westminster woman and her dog and sent another driver to the hospital.
The crash happened shortly after 8 p.m. Wednesday, September 30, 2026, on southbound I-795 near Mt. Wilson Lane in Owings Mills.
State Police identified the woman as Madison Cecille Davis, 31, of Westminster.
According to preliminary findings and witness statements, Davis had been traveling on I-795 when her vehicle ran out of gas. Investigators said she parked on the left shoulder and got out with her dog, which was on a leash.
For reasons still under investigation, police believe Davis then attempted to cross the travel lanes with the dog.
A Hyundai Sonata traveling on the interstate struck both Davis and the animal.
Emergency medical personnel pronounced Davis dead at the scene. Her body was transported to the Office of the Chief Medical Examiner for an autopsy. Her dog also died at the scene.
The Hyundai’s driver was injured and transported by ambulance to a local hospital for treatment. The driver’s identity and the severity of those injuries were not released in the initial State Police report.
The collision led to a major traffic disruption. The Maryland State Highway Administration assisted police with road closures that lasted approximately three hours. Baltimore County Police also assisted.
State highway records specifically identify separate northbound and southbound I-795 bridges crossing Mt. Wilson Lane, confirming the location described by investigators.
The Maryland State Police Crash Team is leading the investigation. No charges had been announced in the initial release.
