Germantown Collision Kills Driver and Injures Seven Youths

An early-morning collision at a busy Germantown intersection killed an adult driver and sent seven juveniles to hospitals, prompting authorities to describe the emergency response as a mass-casualty incident.

The crash was reported at approximately 5:25 a.m. on Tuesday, August 4, 2026, at Clopper Road and Great Seneca Highway in Montgomery County. Police found two heavily damaged vehicles when they arrived. One adult male was pronounced dead at the scene, while all seven young occupants of the other vehicle required hospital treatment.

Authorities later identified the man who died as 58-year-old William Vance Payne II. Payne had been driving a 2007 Toyota Matrix. The second vehicle was identified as a white 2015 Kia Optima that authorities said had been stolen from Germantown.

Investigators said the Kia was being driven by a 13-year-old boy and was carrying six additional juveniles between the ages of 12 and 15. The Kia entered the intersection and collided with Payne’s Toyota. Payne suffered fatal injuries and was pronounced dead at the scene.

All seven juveniles were taken to hospitals or trauma centers with varying injuries. Early reports indicated that two were in critical condition. Later reporting described the 13-year-old driver as being in critical but stable condition.

Photographs released after the crash showed the extent of the collision, including one vehicle overturned away from the roadway. Police closed the affected roads while investigators documented the scene and reconstructed the crash.

The investigation was being handled by Montgomery County’s collision reconstruction authorities, with potential charges expected to depend on the results of that investigation.
