Incident Information

Maryland State Police are investigating a fatal single-vehicle crash that occurred early Saturday morning on Maryland Route 91 in Carroll County.

Troopers from the Westminster Barrack were called at approximately 2:14 a.m. on August 29 to northbound MD-91, also known as Emory Road, near Hollingsworth Road in the Finksburg area.

According to the preliminary investigation, a Volkswagen Jetta was traveling north when it left the roadway and struck an embankment.

The driver was identified as Garrett Reid Luber, 21, of Hampstead.

Emergency responders pronounced Luber dead at the scene.

No passengers or additional vehicles were identified in the initial police report, making the incident a reported single-vehicle collision.

Maryland State Police said investigators believe impairment may have been a contributing factor. Officials did not provide additional information about what evidence led them to examine impairment as a possibility.

The investigation remains active. Crash investigators typically examine the vehicle, roadway evidence, environmental conditions and any available witness or electronic evidence before reaching a final determination about why a vehicle left the road.

The Finksburg collision was the first of four fatal crashes Maryland State Police investigated over that weekend. Seven people died across those four incidents in Carroll, Montgomery, Harford and Allegany counties.

Police used the cluster of fatal crashes to remind motorists not to drive impaired, distracted, aggressively or at excessive speeds.

No other injuries were reported in connection with the Finksburg crash.

Until investigators complete their work, the precise cause of the Volkswagen’s departure from the roadway remains undetermined.
