Pedestrian Collision in Rockville Kills Mother and Injures Young Child

A Monday evening collision in Rockville left a mother dead and her 4-year-old son injured after a vehicle struck the pair as they crossed a roadway near the Twinbrook Metro area.

Montgomery County authorities said emergency personnel were sent to Chapman Avenue and Twinbrook Parkway at approximately 8:25 p.m. on August 17, 2026, following reports that two pedestrians had been struck. First responders found an adult woman and a young child injured at the scene.

The woman was later identified by Montgomery County police as 44-year-old Raoudha Khelifi of Rockville. Khelifi and her son were transported to area hospitals following the collision. Khelifi subsequently died from her injuries. Police said her son survived and was being treated for injuries that were not considered life-threatening.

Additional reporting on the police investigation indicated that Khelifi and her child were walking in a crosswalk when they were struck by a Toyota Camry. The Camry was traveling north on Chapman Avenue and was making a right turn onto Twinbrook Parkway at the time of the collision.

After striking the pedestrians, the vehicle reportedly continued onto an embankment. The adult male driving the Camry was not injured. An adult female passenger in the vehicle also escaped injury. Both remained at the location, and authorities said the driver was cooperating with investigators.

The Montgomery County Police Department’s Collision Reconstruction Unit is handling the investigation. Police cautioned that reconstruction investigations can require several weeks or months before investigators determine the complete sequence of events and whether any enforcement action is warranted.

The fatal collision has also renewed concerns about pedestrian safety around the busy Twinbrook intersection. NBC Washington reported that area residents have raised concerns about conditions at the intersection for years. The station reported that Khelifi’s death represented the tenth pedestrian fatality recorded in Montgomery County in 2026 at that point in the year.

Authorities continue to seek information from anyone who may have witnessed the collision.
