16-Year-Old Driving Without a License Kills Another Driver in Owings Mills

OWINGS MILLS, Md. — A woman was killed in a crash caused by an unlicensed teenage driver who initially fled the scene, according to Baltimore County police.
Investigators say a 16-year-old, who does not have a driver’s license, was behind the wheel of a Jeep traveling north on New Town Boulevard—possibly at a high rate of speed—when he struck 74-year-old Patricia Cook’s Honda Fit. Cook was attempting to make a left turn from Middle Mill Drive onto New Town Boulevard at the time of the collision.
Emergency responders arrived to find Cook trapped inside her vehicle. She was pronounced dead at the scene.
“She was here one day, gone the next. Imagine what that’s like for her family,” said a nearby resident, identified only as TB, who encountered the aftermath of the crash while turning onto New Town Boulevard.
According to police, the teen driver fled the scene but later returned with a family member. Charges are currently pending.
The crash has sparked outrage among local residents, many of whom are demanding accountability and increased traffic safety measures.
“This can’t be brushed aside,” TB told 11 News. “Yes, the teen was driving, but the parent bears responsibility too. It’s no different from handing a child a weapon—this time, it was a car.”
Neighbors are also calling for traffic calming solutions, such as speed bumps, to help slow drivers down.
“Would speed bumps have stopped this? Maybe not. But they act as a deterrent,” TB said. “The bottom line is this could have been prevented.”
In addition, residents are advocating for a memorial sign to be placed in honor of Patricia Cook, urging drivers to slow down and drive responsibly.
